If asked up front and refused - no tip. Actually I'd be out the door before they poured the water.
If asked to split 10 people at the end - yeah that's a bit much. Tip for the service and don't refuse for the oversight.
Although I personally hate multiple checks.
I try to avoid being in that situation in the first place.
