Like… what’s a grenade type device going to do to a dam? If the 350k people were at risk from that they probably need to decommission the ‘dam’ before people get hurt.
Multi agency response and a news flash. Justify their jobs? Oooh the agencies are going to need more money to buff up that lax security. I suggest helicopters with 24 hr frog men and night vision patrols. Put those tax dollars to good use.
