"...there are two left-hand turns that merge in to one lane." That is a problem for sure. The rest of the post made no sense to me but if she got hit from behind no matter what she was doing, if there's one lane and cars are supposed to merge from 2 lanes, the guy that hit her, his front to her rear, gets to pay.

It would be a different story if there were 2 lanes where she turned into as she might have been at fault for an improper lane change. Sounds to me like she was doing just fine and someone else got a little impatient.

I'd draw that one up in detail with pics and send it to the ins co. Won't make any difference in the long run. Your rates just went up. Could she have avoided this? Maybe and maybe the guy is trying to shift the blame by his histrionics.
