I'm not taking sides and certainly was not there and could be wrong but.....I guess it is possible the guy sped up when he could have just eased up and let her over.

Dash cam footage would be helpful from his vehicle.

Generally speaking, the rule of thumb when merging is it's every other vehicle that gets in.
