Drivers who have either no awareness of what's going on or no clue about procedures.
Saturday afternoon we were proceeding east on highway 101, a two lane limited access highway. We were at the lead of a small group of 4 cars, spaced over about a 1/4 mile when I spotted red&blues about a half mile back. I signaled and pulled to the shoulder and watched the three other cars go by and by that time the police car was right behind them. I got going again and watched while these three took another half mile or so to get the F out of the way.
It was frustrating for me to watch their display of incompetence. I can only imagine the feelings of the officer who was trying to respond to some type of emergency.
