Originally there was something in there. I'm not sure exactly what it was made out of, but I think it may have been similar to the hose from the heater blower to the heat exchanger ducting. One of its main functions, from what I have read, was to quiet the noise of the engine fan (or heater blower fan) when you had the heater on.
