Well, in a way that's the crux of my point - a civilized society shouldn't need such things. While people DO have the RIGHT to own such vehicles, they also have the right to (with apologies to George Carlin) pour sulfuric acid on their genitals. Allowed to? Sure. Smart? I tend to doubt it. Same here.
