northern virginia mechanics

So this is actually on the topic of cars, but I figured this board gets the most traffic from people, regardless of make/model/year of car, so I thought I'd post here.

Anyways, a friend of mine wants to have his old 4-cyl. 1984 Toyota Celica engine rebuilt, using his block. Not sure why, but he's feels strongly about it being "his" engine in the car. We're in northern virginia, so does anyone know someone locally who does this kind of work? Or failing that, is there a reputable shop he can work with in in terms of shipping, using his own core, and controlling exactly what gets remanufactured or replaced on the car?

Thanks!
David
