Your argument only holds up if on e assumes these foilks either didn't or wouldn't have wanted to be terrorists prior to the WOT....Guess that would hold up if terrorists had not been killing Americans regularly for years...they just were not successfully doing it inside the US until the '90's when the wall between the CIA and FBI was codified by the Assistant Attorney General..
