Sure, it's legally binding. Sure, he's regarded as the President of the United States. Sure, he's our Commander in Chief. My point is that he's got the weakest legitimate "mandate" of any president in history. He got less votes than Al Gore. Tens of thousands of black-voter ballots were discarded to achieve this so-called victory. It's cartoon-stuff. And still is. I wonder if GW can pronounce "mendacious." I'd guess not.
The only thing I'd vote him for is "most likely kid in the schoolyard to get punched." If that's your President, then fine. He's my "president."
