It's a good article but doesn't cover the Xenon bulbs which seem to be appearing in the UK now, marketed as "brighter for the same power" as standard Halogen bulbs. Maybe these really do give more light or maybe they just look whiter which, according to the article, does not necessarily help.
Personally, I have found that "there ain't no substitute for Watts"
