how tight should wheel bearing lock nuts be tightened?

My S2 has all new front suspension parts. Everything has been replaced and torqued to specs. However, when going over speedbumps, there is definitely something loose. I triple checked everything and discovered the wheel bearings were the source. When I tightened the locknut more, the "clunk" was reduced. I read where the nuts should lock down, then backed off a quarter turn. When I do that, the looseness returns. When I lock the nuts down until they stop, the rotor still turns easily. What is the proper setting? If backing off causes it to be loose, then what is going on? btw, not only does it make noise over speedbumps, but the steering wavers when loose. The outer bearings look to be in good condition.
