To put it in context: The first four lines are from the title page.
The next two paragraphs are from separate parts of the 106 page text. The writing style is a bit "in your face" for emphasis, I suppose.
I think it's odd that the Colin Powell quote (last sentence) contradicts the author's assertion that the melting pot analogy is invalid:
