I live withing a stones throw of a number of refineries...If what he says is true (and I'm not saying it is without merit) then I should be getting some lower gas prices simply because I'm close.

That certainly isn't happening. I do remember a time in 2001-2 where regular got down to $.89/gallon at the Arco stations...It was amazing but I can't recall the exact time frame.
