This guy is full of baloney. We also have a shortage of rafinery in Canada for the simple reason that they are closing them one after the other. When Canada signed the Kyoto Accord 6 years ago the oil industry was pretty sure that the oil consumption would go down so the decided to lower their production.
The problem is that all those big SUV and Pick-Up Trucks consume more gas than ever before.
