Sure. Electoral College. So the law of the land is that the candidate with the most votes is not necessarily the winner. I'm not sure I agree that's the best method, but it's the law of the land.

Then there was the Florida thing. Republicans in charge everywhere. Questions are raised about voting irregularities. After asking a few questions, even more questions are raised. Fascinating ballot configuation that appears to fool Gore voters into casting votes for Buchanan. That can't be true even though it looks true, of course, but by pure coincidence an overwhelmingly liberal county in which this took place delivers a landslide victory to Buchanan. Imagine the odds. Miscounts. Missing ballots. Cousin Jeb Bush, the Governor, and chum attorney general carefully select the votes that will be recounted, and oversee the process. More questions raised. AG declares a victor. Cousin Dubya. The matter moves to the nation's high court where a decision is made not to stand in the state's shoes. meanwhile it appears that any other method of counting, like for example recounting the entire state, would have yielded a different result. The presidency of the United States of America came down to a decision made by Cousin Jeb's Attorney General. She decided who would be President.

So in a sense, Gore did everything he needed to do to win. And he did win. But he didn't become President of the United States of America. He didn't get the benefit of her decision. According to what I have gathered, it boils down to that. Interesting little political system is used by the one remaining world power.
