You left out the disqualified voters. Not satisfied with the vendor that charged a $5700 fee to identify felons and disqualify them from voting, Florida found a new vendor, spent millions and found 57,000 'possible' felons to disqualify. So tens of thousands of non-felons (who were oddly enough, mostly Black) were taken off the voter rolls until after the Presidential election.
