I would check the wiring but most likely its the tach. Take the tach apart and clean it. Most likely dirt is causing it to lag behind. The tach not being steady though is most likely a problem with the tach and it probably is in need of a rebuild. I had that problem with my speedo and had to replace the speedo after it got excessively bouncy. The new one fixed the problem. So most likely your best bet is to find a used tach that works good.
