I ordered the bolts from McMaster-Carr. They come with a blue oxide finish (don't think that affects the torque value) and are labeled "CAMCAR." Camcar is a fastener subsidiary of Textron Corp.
The quality (at least visually) was OK, the coating fairly consistent.
