Mass has a law.... but once again, I'm a criminal. I don't have the brackets anyhow. Here, if you have a white plate with red letters, you need a plate front and back, but if you have a white plate with green letters (the older style, being grandfathered in) you only need it on the back. I suppose if I spend the 15 bucks for a "year of manufacture" plate, then I would only need it on the back, as my car is registered as an antique. Luckily, myself and friends have gotten away for a couple years running w/o our front plates, which we keep inside the car.
