There was no 1.7L in 74. It was dropped and the 1.8 was available. Set the idle speed on the throttle body to the correct RPM setting, then using a CO meter set the bypass screw on the Air Flow meter so that the CO is 2.4 to 3.0%. As for the charcoal canister, it may have been removed. THere is a small plastic line (5mm, I think( that will come up through the sheet metal at the same place as the fuel lines. The canister mounts against the rear trunk pan on the right. You should see a mounting point for it there. Use some 5MM vacuum line to hook it to the plastic line, and some 12mm vacuum line to hook that same side of the canister to the fan. then hook the other side to the fittng on the air cleaner next to the air flow meter.
