I´m not in the german tuning buisines. In the last years tuning changed to fashion and people buy **** that just looks good but ain´t improve anything then the income from some Companys. Those people would fit the "Rebell without a cause" theme. There are same laws and TÜV that needs some "tricks" to work araund. The "overiming" is based on austrian behaviors. Those people make a big "Fest at the sea" every year and lower wider deeper is the best way to show of. Well you have low riders or Pick ups on to low profile. And the freedom to do to your car what ever you want as long the lights are working.
But there are still many tuners around or people wo make sleepers. One of may coworkers has an 993 engine & 6 speed in a 1303. No way to see it except the 17" cup rims with Audi RS brake calipers on the discs. He also has an 65 1500 with standard type 4 ( 2,7 190 HP / 5Spd / 951 rear axle & brakes ) and this car drives on special made 16" steel rims as daily comuter.
BTW the numbers are very close 12,5 sec for the 1303 and 13.5 for the 1500 however the 1303 manages 270 km/h topspeed vs. 220 km/h.
And yes both cars have a catalic converter and passed stringend emission ( Well actually CA law is a bit more restrict ) and TÜV.
