what makes a thread "ultimate"?

can any author of a thread title it "ultimate" and have it be so?

if a thread is labeled "ultimate" then ends up mearly adequate, or even below average what would be the appropriate punishment?

can a thread reach "ultimate" status if it's not titled so from the gidee-up?

who started the "ultimate" thread classification, and why "ultimate"?

im sure there are other rankings for threads, whats below "ultimate" (besides this thread)?

can "ultimate" status be achieved by a member (well besides those with shinny apples, and we know who they are)?

what if there are two "ultimate" threads on the same topic? does one lose its status? is there "ultimate II" status? or can one become "less ultimate"? how would this be determined?
