This is the Kriket tool.

I spent 21 bucks on it and tested it on my wife's 4Runner fan belt. Took me a couple of tries, but after 5 minutes, you know exactly how to use it.

I have to re-tension my belts in 2000 miles, so I'll see how well I did.
