Just a quick response - - Steve, I was a Foreign Serivce Officer with the U.S. Agency for International Development - the foreign assistance people. Retired in 1995. During my 25 years in, I served in Turkey, Pakistan, Egypt, Kenya, Syria and finally, the last four years in Barbados. (Someone has to do the dirty work
). In Egypt and Syria, we put together loan projects to finance power plants, electric distribution projects, water and sewage projects, rurals schools and clinics, etc. In Barbados, I worked more on building up the private sector capacity to compete in the real world.

Ben, after our four years in the Caribbean, I envy you your position as a Captain on a yacht. Have you been down to Union Island and the Tobago Cays? My favorite sailing area!
