I am no historian, but my encyclopedia states the following:

" By the 1960s Austria had joined the European Free Trade Association in 1959, but association with the European Economic Community (Common Market) was held back by Soviet opposition. Politically, a nearly equal balance of power between the conservative People's party and the Socialist party resulted in successive coalition cabinets until 1966, when the People's party won a clear majority. They were ousted by the Socialists in the 1970 elections."

This appears to me that there was a split in power between the Conservatives and the Socialists, so an individual who was growing up during those confusing times may have a different recollection than a historian some forty years later. There appears to have been a strong Socialist presence during that time, and eventually took over in 1970. I think Arnold's recollection, being his own, is accurate according to what he experienced. History is funny, one person's recollection is not incorrect just because it differs from another's. If Arnold felt oppressed and came to our fine country to seek freedom, then I believe that is exactly what happened.
