A half-assed high school chemistry student could make up enough chemicals in his kitchen in a day to kill millions with proper supplies and instructions. All he would need then is a way to distribute it. For a terrorist who wouldn't value his own life, they could be delivered as easily as mixing two jars of fluid together and shaking it up.
A WMD program (program has a specific meaning in military acquisition terms..not MS powerpoint) is certainly a serious matter.
