We need bodies to fill in the ranks..unfortunately there aren't enough people to enlist (who wants to get shot at)....it seems that a volunteer army works during Peace Time... but not during a war...Realistically a country with the World standing we have has some real manpower needs that a volunteer army just can't fill.
