Now it says the rolling part of the bill will not go into effect until April 1, 2005. Now if I get my car smogged before that date next year, will my car still be exempt? As the law stands now without the bill, I should be exempt on Jan 1 2005. What's the deal?

The "rolling part" of the bill applies to newer cars...they are exempt for the first couple of years. With regards to old cars, the law states that "Any motor vehicle manufactured prior to the 1976 model-year" are exempt.
