O.k., The threat of the stick seems to be working. What's the carrot?
-does the bill include a manufacturers requirement to sell the oem equipment--at reasonable prices?
-does it include modern replacement powertrain systems? And at reasonable prices, which would accomplish such?
-what kind of numbers/statistics of polution are there? How many different sources, and what sampling methodology?
Is California going to be the "dumping" ground of vintage vehicles? That might be a good thing considering the climate, but since many of the true enthusiasts only use them part time because of the time/money spent, it seems rather odd.
