Not sure what you are referring to on the 'stick and carrot.' On the rest: Are you dreaming? Or just being sarcastic. As far as any 'dumping,' I think it's the other way around, isn't it? CA will pay a premium for >'75 cars and be "dumping" the later ones as they fail and can't be repaired.

Did you see the deal about him unloading an "Arnold's Moving Company" van with AMC boxes for a business relocating to one of our industrial slums from Las Vegas? A printing company, no less. I thought we ran all of them out of here because of the pollution they cause. Go freakin' figure.
