I'm not certain, though, that one can negotiate with a person who's soul purpose is to die for their cause. Look at Beslan and the school masacre. The
terrorists wanted to die.
Intellect plays as large a role as perception and ideals with these guys. In the case of a terrorist, what is lacking in intellect, is probably replaced with fanaticism.
