I have heard of people using early 924 switches.
There is a circuit in at least some 72+ 914 steering columns that goes active when the stalk is pulled back. This was used for the "flick-wipe" system that was installed in some cars. My 74 has it. If you can figure out how exactly that works, you can tap into that system to run your electric pump.
