Well your construction site ain't a war....
War by it's very nature is organized CHAOS....Diiplomacy is when things are still inder control...War is an admission of the failure of Diplomacy to reach a settlement. War is a throwing of the dice, taking a chanch on the imponderable that you will prevail.
And in the Chaos of war the worse can happen...because events are out of control....
