Bush was given support to go to war because that was a message Saddam would see clearly. The Congress (reasonably) assumed that war was a last resort, and that troops would not be committed without clear evidence. Congress did not declare war. Congress gave Bush the power to declare war, assuming certain conditions were met.
I doubt many people outside of the white house and pentagon knew that GWB had already diverted $700 million from the war in Afghanistan to plan the war in Iraq.
