In the past, Kerry wobbled and equivocated on this question. . ..said some reasonable things like "well if an unforseen emergency (war) then yes, we would have to raise taxes on the middle class.. ."
So what happened here, on Varner's Q?
Did Kerry think to himself;

roll-back "GW's tax cuts,"
that then won't be a "tax increase."
or
