Some of the criteria is strange - money spent per student, classroom size, pupil to teacher ratio? Those don't make you smarter. They may add to the learning experience, but don't add anything to intelligence.

And why do you get points off for violence. Hell, that lowers the rank of TX and FL and probably Michigan w/o even taking into account the school systems. How about indoor plumbing and sensible shoes?

This study looks like a play for more money for education.

Short of giving everyone an IQ test, how can one really tell which is the "smartest" state?
