"When the switch closes it is supposed to provide a ground input to the Lambda control unit (lead number 7 on the harness) which should allow the system to go into closed loop operation"

You have it backwards. The pin 7 grd causes the Lambda unit to enrichen the mixture
for cold running. Once the engine warms, the switch opens which allows the O2
sensor to affect the mixture.
