Would be nice if it were that simple. Unfortunately, the government needs to create the
currency of ecological commerce by imposing a regulatory environment where that can happen. If companies are not required to reduce greenhouse gas emissions by statute, then related reductions or "Kyoto Credits" will never have commercial value inside the United States.
So yes, it is absolutely necessary for the US government to ratify the accord before US corporations can and will participate.
