Not True....the law reads from a private party to FFL...to private party....it's the same as you taking your gun and walking into the dealer and giving it to him except you have a shipper involved.... I have talked to a BATF agent about this in September....UPS Policy is anti-gun and they make it difficult ....
Or if it is a warranty/repair issue...and you send the product back to the manufacturer...who has a Federal License...
You just can't ship to a private party...
