There is a simple reason why this occurs. Erring on the conservative side is less offensive than erring on the not-so-conservative side. Allow me to explain from a religious perspective:
If you've got an 'interdenominational' church organization where folks from different church affiliations interact, it is best to abide by the most conservative group. To OVER-simplify: if one group feels strongly that men should not wear hats inside, while another group could care less, then by adopting the rule of not wearing hats inside is the best bet. That way, the more conservative group won't be offended, and the less conservative group, while not quite understanding the rules, wouldn't be offended either.
Same method of thinking can be applied here in regards to many aspect. Politics is NOT one of those instances where this can be easily applied, BTW. (And I've done my best NOT to apply that here) But a good example of this thinking can be seen in how the Grid Girls thread has been dealt with - accept a more conservative stance on what pictures can be posted and go by that.
That said...
As one of them right-wing neocons, I have to say that I've spent more time giving out warnings and editing folks that are right wing than those on the other side of the fence. (And let's not get into whether or not I should be allowed to voice my political opinions as a mod here!!) Please do not confuse the times I've posted my opinions as a user vs. the times I've had to put on my moderator hat and had to step in and say something. I believe you are confusing the two.

Now, regarding why it took longer to ban Mullholland than 952, here's a bit of insight: I do this on a volunteer basis, and despite what some may think, I don't spend every waking moment sitting on Pelican's OT board hitting the refresh button! Perhaps it looks like I was a bit more tolerant with Mullholland - but it simply took a bit more for him to appear on my radar: it's all about timing. Perhaps I've also learned to recognize a troll sooner, and take action sooner as well. Live and learn.
