Here in the Downriver Detroit area, alot of people (myself included) use a basement "cellar" to store beer and wine as the temperature stays cool year-round. If you really want a wine cellar, you'll need to control the temp and humidity, which can get very expensive. I'm a homebrewer and I keep all of my beer in the cellar without temperature control and as long as the beer doesn't freeze or get exposed to sunlight, it's fine...
