I agree with Ronin LB Z-Spar is definately the best varnish out there. only stuff i'd use on my boat.
One method I use to remove old layers of varnish is with a fine grade drywall sanding screen.
It wont load up like sandpaper will, when you get close to the wood switch over to sandpaper. If you go the stripper route, there are some citrus strippers that dont have as bad fumes.
