Yes. I have to shift the edges of the bra around, and push very firmly, to get mine to close and lock.
One reminder, don't force the hood once it's gone as low as it can go -- try to use quick light pushes instead of a lot of force. You can put the equivalent of a door ding in your hood. (Don't ask me how I know.)
