What are the fees for and what level are they?
Some fees are simply for extra profit, such as VAT (dealer charges to increase price on popular models), DVF (simply dealer vacation fund), SPF (Sales Prize Fund), etc...
Find an independant dealer or have your mom go out of state to buy the vehicle. I'm sure there are dealers out there who make a living by selling vehicles at a reasonable price. I've met some of them!
