There's a huge difference in what the surgeon bills for the Sx, and the 'out the door' cost of the procedure.
In the case of the feline oral Sx, that would be an 'out the door' cost. . . . which may be on the high side. There are, after-all still some Vet's who will use cheap (unmonitored) anesthetic, yank whatever looks bad, and gamble that the cat makes it out alive.
