Not all government budgets increase. For pretty much each of the dozen or so years I was at L&I, the governor called for 5% budget reductions. No whining or complaining. Didn't care how we did it. Just cut 5%. Each year.
So, if gubmint budgets are increasing in the aggregate, then one has to wonder who is getting the money.
And the better question is this: When budgets are cut, do you always save money? I am hoping to testify regarding a particular Washington State bill. And the thing I want the Committee to hear is that this particular law is a bad one to administer poorly. For reasons I won't bore you with. First place is to have the law and administer it properly. Second place would be to not have the law at all. Last place is to have the law, and administer it poorly. It is terribly expensive to do that. Administration of this law is currently in last place. Repeal is not an option. So, it should be administered properly. Trouble is, the Klingons hate it, and know it will some day be ripe for repeal. So, the last thing they will allow is for it to be adminstered properly.
So again, there is a political party out there that deliberately makes sure that laws are poorly administered and gubmint offices give poor service. And it ain't the Democrats.
