So how low is "low rise"? Did the bill provide any guidelines? Is there a ruler... and who will be using it? Will it be hygenic?
The back-border may be easily determined. The front can have a clear border as well but with some "gerrymandering" w/ Gillete's assistance the demarcation line can be easily lowered....
