If he's looking for a German sedan, $4K can buy a decent 3 series, I think. The ones from the late 80s are fairly bulletproof, easy to work on, and reliable.
Of course, those are all relative terms. And you'd have to start with a solid, well maintained example. But I'd take my chances with an older BMW over an older Audi any day.
On the other hand, like the others said, $4k can buy a lot of reliable Camry, etc.
