if it's a Japanese car, you can do it in the Tuner Village or go to the Japan section and straight to the dealer. Most of the brands have their own in-house performance shops.
Hint: same price, same pwr gain etc for all the items at each tuner etc. Just the satisfaction for ricers of getting parts from different shops. However, if you go for the complete, fully built car, each tuner's car will be very different in handling/behavior.
